Seeking Advice - Can you get parental rights back after they have been terminated?

I have sole custody of my two kids according to my divorce order, and I control their visitation.

Their mother, who has had serious mental health issues for years, is now back and claims she still has the right to see the kids and know about their lives. I’m not sure if she still has any parental rights. Before I spend money on a lawyer, I want to know if she has any legal grounds.
