Severe child support delinquency in Florida

My father owes my mother 14 years worth of child support for 3 children in Florida. I’m stepping in to help her get compensation as she can no longer afford legal fees. My father moved to Kentucky to avoid repercussions and has done everything to prevent payments, including operating through a trust and not filing taxes. I want to know how to pursue criminal prosecution to force him to pay or at least charge him for the financial harm he’s caused.
