Make sure to press charges on her if she wasn’t the real owner.
If you’re not named in the restraining order, it doesn’t apply to you. The TRO probably has a section for property, listing the dogs. If the property (dog) is gone, the person who asked for the order can try to recover its value from the other party.
You probably don’t need to do anything with the dog right now. The issue seems to be between A and B over the value of the dog.

That sounds like a good plan. Most likely, Lady A will have to pay Lady B for the dog’s value. If Lady B really wants the dog back, you could arrange to return it and ask for the payment they would have received. That way, no one loses any money, and there’s no need for small claims court. For now, be patient and let the court decide.

Here’s what I think will happen:
Lady B will explain to the court that Lady A didn’t hand over all the property. Lady A’s lawyer will prove that you adopted the dog before the TRO was granted.
The court will either let Lady B join the case to get the dog back, or Lady B can sue Lady A for the dog’s value without reversing the transaction.
You might also be entitled to compensation if Lady A knowingly sold you a stolen dog. You should consult with a local attorney if the dog is valuable or hard to replace.
